Objectives

The Regulation 765/2008/EC:
- lays down rules on the organisation and operation of accreditation of conformity assessment bodies performing conformity assessment activities;
- provides a framework for the market surveillance of products to ensure that those products fulfil requirements providing a high level of protection of public interests, such as health and safety in general, health and safety at the workplace, the protection of consumers, protection of the environment and security.
- provides a framework for controls on products from third countries.
- lays down the general principles of the CE marking.

- Level of protection of public interests:
Community harmonisation legislation shall restrict itself to setting out the essential requirements determining the level of such protection and shall express those requirements in terms of the results to be achieved
- Conformity assessment procedures:
to be performed in respect of a particular product, the procedures which are to be used shall be chosen from among the modules set out and specified in Annex II
- EC declaration of conformity:
Community harmonisation legislation requires a statement by the manufacturer that fulfilment of the requirements relating to a product has been demonstrated (EC declaration of conformity)
- Conformity assessment:
assessment to be carried out by public authorities, manufacturers or notified bodies. When carried out by public authorities, the legislation shall provide that the conformity assessment bodies on which those authorities rely for technical assessments must comply with the same criteria as those set out in this Decision for notified bodies.
