Role/Definition

"The organization headed by the Director General and playing a specific and active role in the management of the CEN and CENELEC Systems on behalf of the CEN and the CENELEC National Members as agreed by their respective General Assemblies (AG)."

Responsibilities
  1. Monitors and manages the work programme of CEN and of CENELEC taking into account the Vienna and Dresden Agreements.

  2. Assists CEN and CENELEC Technical Committees in their standards development programmes, especially in the achievement of target dates.

  3. Ensures the maintenance of the CEN Statutes, the CENELEC Articles of Association and the CEN-CENELEC Internal Regulations and procedures, providing advice as requested.

  4. Processes and distributes documents for submission to CEN and CENELEC Enquiry and Formal Vote.

  5. Monitors and manages the translation process in a transparent way to all CEN and CENELEC national members.

  6. Proceeds to the final editing in one single language and production of ratified texts.

  7. Organizes and services meetings of the Presidential Committee (PC), the respective CEN and CENELEC General Assembly (AG), Administrative Board (CA) and Technical Board (BT), as well as the CACC Policy (CACC POL for CEN), the CENELEC Global Framework (CGF for CENELEC), the CACC Financial Affairs (CACC FIN for CEN) and the Financial Policy Committee (FINPOL for CENELEC), including their subgroups, if required.

  8. Responsibility for the processing and maintenance of the CEN and CENELEC central database and related reports.

  9. Provides a PR service including the coordination of PR network meetings, maintenance of the CEN and CENELEC websites, CEN-CENELEC web portal including SMEs, organization of CEN and CENELEC events, production of the Annual Reports, press releases, the quarterly newsletter (Connect), Statistical Package and other CEN-CENELEC Management Centre (CCMC) publications, ensuring effective distribution.

  10. Responsibility for the maintenance of up-to-date records on all matters of interest to the CEN and the CENELEC System.

  11. Manages the budget of CCMC including the financial arrangements with EC and EFTA and for the consultants contracted to assist in the technical work of CEN and CENELEC.

  12. Is responsible for liaison and dialogue with EC and EFTA Secretariat and other recognized organizations.

  13. Manages Technical Assistance contracts with the EC in respect of their external policy in the fields of technical regulation, standardization, conformity assessment, metrology and other related fields on behalf of the CEN and CENELEC Members.

  14. Provides support to the WG IT Strategy and develops IT tools to support and improve CEN and CENELEC working practices.

  15. Promotes the Keymark and provides support to the CEN Certification Board (CCB) and Scheme Development Groups, if required.

  16. Develops, proposes and monitors CEN and CENELEC policy relating to the copyright of CEN and CENELEC publications and the distribution and sales of these documents.

  17. Coordinates quality initiatives within the CEN and the CENELEC System and CCMC (eg. BOSS, benchmarking, EN ISO 9001).

  18. Organizes CEN and CENELEC activities in response to policy objectives such as to integrate research and innovation projects with standardization, to support SMEs and societal stakeholders (namely consumers, environmentalists and trade unions) in their involvement and take-up of standardization, and to professionalise education in standardization.

  19. Actively searches for new standardization opportunities, in new, innovative and /or emerging fields, providing tailored assistance through contacts and dedicated helpdesks (for SMEs, for assistance to research).
